The second step is carried out is the HTC will undertake a program of outsourcing ( outsourcing ) for some production to Foxconn and Winstron , while the third step is to consider the supply of chips from MediaTek is more affordable for the middle and lower models . The fourth step is taken which is rumored to also forge new strategic partnerships , one with operator China Mobile has 750 million subscribers .
