Reported by Techradar page, Thursday (09/19/2013), in the blog update explained that this feature is still under development and planned to be available in November 2013.
"The new features that will be present allow users to watch videos via the device without an internet connection in a given period. So, the fans can enjoy your videos without being disturbed by something normal such as poor mobile signal," wrote YouTube development team through his official blog .
